9/9/13: Russia proposes plan for Syria to place chemical weapons under international control and eventual destruction. Further, Syria would join the Organization for the Prohibition of Chemical Weapons.
Russian foreign minister Sergey Lavrov proposed international supervisors monitoring the handover of chemical weapons and its destruction, and then called on Syria to “fully [join] the treaty on prohibition of chemical weapons.”
When questioned by Wolf Blitzer of CCN, John McCain laughed about it. He stated, "As much as I like to always listen with rapt attention constantly (to) remarks of my colleagues over a three and a half hour period, occasionally I get a little bored."
Obama administration officials state the the objectives of the strike are to: (1) hold the Assad regime accountable, (2) degrade its ability to carry chemical weapon attacks, and (3) deter it from further use of chemical weapons. No metrics have been announced quantifying these objectives.
For authorization to be granted, the entire Senate must pass the resolution, and the House must pass a similar resolution. Obama administration officials briefed the House Foreign Affairs committee today.
The White House released an unclassified document making the case for a Syrian attack. Referring to this document Kerry stated "Read for yourselves the verdict, reached by our intelligence community about the chemical weapons attack the Assad regime inflicted."
The United Nations (U.N.) has sent a team of investigators to Syria to determine if chemical weapons were used. They have not yet reported their findings. The investigators will leave Syria on 8/31. UN Secretary-General Ban Ki-moon has asked for time to allow them to complete their investigation.
